Hillview Commission

The Hillview Commission was established by vote of 01/19/1988 special town meeting under article 4 for the following purposes:

  1. Assist the Board of Selectmen in the purchase or taking of the property known and operated as the Hillview Country Club, and such other passive and/or active recreational property as the Town may designate by Town Meeting Vote [this clause added by Town Meeting, April 1993]; 
  2. Prepare a plan for the preservation of the aquifer recharge area, open space and wetlands within the aforesaid property;
  3. Prepare a plan of operation of the golf course and all of the facilities located upon the property, and for the development of additional recreational and other permitted uses for the property;
  4. Develop a plan for debt servicing the costs of acquisition;
  5. Negotiate and enter into management and other agreements from time to time, with the approval of the town administrator, for the operation of the facilities and activities to be conducted on the premises;
  6. Establish rules and regulations for the proper use of the facilities, proper conduct of persons using the facilities, and for the preservation and protection of the facilities; and
  7. Oversee the performance of the terms and provisions of said agreements, the proper use of the land, buildings, and facilities.

  • Hillview Golf Course & Country Club [as of 1988]
  • Ipswich River Park [as of 1993]
  • Wheeler Property (adjacent to Ipswich River Park) [as of 1997]
  • North Reading Synthetic Turf Field [as of 2009]
