Animal Regulations
ARTICLE VI

Cows, Fowl, Goats, Guinea Hens, Pigs, Horses
Mink, Pigeons, Rabbits, Swine, Sheep, Etc.

Section 1.  No person, firm or corporation shall keep or allow to be kept upon any premises in his or its possession, within the Town of North Reading, any cows, fowl, goats, guinea hens, pigs, horses, pigeons, mink, rabbits, swine, turkeys, geese, ducks or sheep without first securing a permit from the Board of Health to do so.  Said permit shall expire annually on the first day of January and may be revoked at any time by the Board of Health.
Whoever violates any provision of this regulation shall forfeit no more than one hundred dollars.

Section 2.  No person shall keep any fowl or other animal in any part of a dwelling house or in any other place in the Town of North Reading, where the Board of Health or Health Agent may deem such keeping detrimental to the health and comfort of the residents of the neighborhood, or to those who pass by.
All henneries, dog kennels and pens for any other animals shall be kept clean and free from decaying food and from filth of any kind.  The buildings and pens shall be whitewashed or disinfected or put in such condition as may be ordered by the Board of Health or Health Agent.

Section 3.  All licenses issued by the Board of Health for the erection, occupation or use of a stable in the town shall be subject to the following condition:

    (a)  The erection of all stables shall begin within ninety days from the date of the application,
              otherwise said license shall be null and void.
     (b)  All manure shall be kept in a proper and suitable pit or receptacle made for the purpose.
    (c)  When such a pit or receptacle is situated under the building, it shall be ventilated by a
             suitable shaft.
    (d)  The accumulation and storage of manure outside of such pit or receptacle is prohibited
    (e)   In every case, ventilation and drainage shall be to the satisfaction of the Board of Health
    (f)   No building now or hereafter used as a stable shall be enlarged or alterations made without
             a permit from the Board of Health.
    (g) The license may be revoked by the Board of Health, whenever, in its judgment, the health
            and comfort of the people residing in the vicinity of said stable may require it.  All such
            licenses shall expire annually on December 31st, and may be revoked by the Board of   
            Health at any time for cause.
    (h)The drainage, lighting, ventilation, air, space and water supply of any stable shall be
           satisfactory to this board.

Section 4.  The owners or occupants of livery or other stables within the Town of North Reading shall not wash or clean carriages, motor vehicles or horses, or cause them to be washed or cleaned in the street or public ways; they shall keep their stable and stable yards  clean and no manure shall be allowed to accumulate or remain uncovered outside of the stable building.  No cow manure shall be kept except in a properly drained stable or barn cellar, and no more than one cord shall be allowed to accumulate.

Section 5.  No manure shall be removed or carried through the streets of this town except in a tight canvas-covered vehicle with the covering so secure to the ends and the sides as to prevent the manure being dropped or left in any street or way of the town.  No manure shall be loaded into a vehicle in or upon any street, nor upon or across any sidewalk without a written permit from the Board of Health.

Section 6.  Whoever violates the provisions of these regulations shall forfeit not more than one hundred dollars.
