Mr. Christopher Hayden, Chairman, called the Tuesday, April 26, 2005 meeting of the Community Planning Commission to order at 7:30 p.m. in Room 5 of the North Reading Town Hall, 235 North Street, North Reading, MA.

Minutes
Mr. Romeo moved, seconded by Mr. Pearce and voted 4-0: (Mr. Spear absent)
that the Community Planning Commission vote to accept the minutes of April 12, 2005.
MacIntyre Crossing / MacIntyre Woods – Bond
Mrs. Romeo moved, seconded by Mr. Pearce and voted 4-0: (Mr. Spear absent)
that the Community Planning Commission accept the JNEI report of April 22, 2005 and that the amount of $357,298.86 be established as sufficient security to ensure the completion of the MacIntyre Crossing and MacIntyre Woods Definitive Subdivisions.
28 North Street – Definitive Subdivision – cont. P. H. 8:00PM
Luke Roy of O’Neill Associates presented the revisions to the proposed plan.
1. Designation of Parcel A removed as a highway easement, parcel to be deeded to the town.
2. Plantings to be put in front of 31 North Street and along the 1 Stonecleave Road property line.
3. Catch basins to be set to binder grade during construction.
Sidewalk
1. A 5’ sidewalk would not be possible because it would go to the street line and the only place to relocate the utility poles would be on private property.
2. There is a small wedge shaped area at 1 Stonecleave Road where the sidewalk would impose on the lot.
Mrs. Romeo stated that a sidewalk should be constructed.
Attorney Senior stated that there is not enough impact from the subdivision to have the developer construct a sidewalk.
Attorney Senior stated that the developer would prefer to do drainage on Stonecleave Road.
Curve
The curve on North Street has an approximate 350’ radius. The posted speed is 30mph. The curve is designed adequately for the posted speed under the Mass. Highway Regulations.
Mrs. Romeo stated that the road is not safe. No one travels 30mph on this road.

Attorney James Senior stated that the subdivision would not add to the existing problem on the corner.
John Pacino of 29 North Street stated that the speed is an issue. There have been so many accidents in this area that have not been reported.
Mr. Rodgers stated that the speeds are in excess going up and down the road and this is the bad corner because the road banking is not correct. The site distance does not make a difference because the vehicles lose control when they hit the corner.
Mr. Hayden stated that the Town Engineer’s request is that the road corner be super elevated for 35mph.
Attorney Senior stated that this is a problem that is independent of this subdivision.
Mr. Rodgers stated that he disagrees. The entrance to this road will be right at the corner of the curve and people are going to be going fast and they will still lose control at this curve. Anyone coming out of the subdivision is going to be in danger of being hit.
Detention Pond
The pond will be redesigned at the request of the Town Engineer’s memo.
Mrs. Romeo read the Town Engineer’s (4/25/05), Planning Administrator’s (4/21/05) memos, and Joanne Sampson’s (4/26/05) letter into the record.
Gloria Surette of 20 North Street stated that she has concerns with the drainage.
Mr. Rooney stated that there are a few issues that concern him. He cannot really pinpoint what the situation is on North Street, but there is a situation where vehicles are going off the road. Maybe a blinking yellow light or a crosswalk or something that would let people know that they need to slow down is in order. A sidewalk is needed in this area, (ie. bus stop, children walking). Trees need to be saved from cutting. Five houses is too much for this proposal, four houses would be better.
Public Hearing was closed at 8:35PM. This discussion will be discussed at the meeting on May 17, 2005 @ 9:00PM.

54 & 55 Adam Street – Determination of Access – cont. P.H. 8:30PM
Mrs. Romeo moved, seconded by Rooney and voted 4-0: (Mr. Spear absent)
that the Community Planning Commission vote to approve the plan proposed by Dave Hanlon, DPW Director to improve Adam Street in conjunction with the applicant is acceptable.
1. Improvements shall consist of a minimum 4” thick and 18’ wide pavement as shown on the plan entitled “Road Improvement Plan, Adam Street, North Reading, Mass.”; dated December 17, 2004, drawn by Hayes Engineering, Inc. Said roadway to be constructed from the existing end of pavement to the end point of construction as shown on said plan.
2. All funds donated by the applicant shall be deposited with the DPW prior to the issuance of a Building Permit.
3. A 28’ R.O.W. easement shall be granted on the subject property for the purpose of widening or straightening the road at the town’s discretion.
54 & 55 Adam Street – ANR
Mrs. Romeo moved, seconded by Mr. Rooney and voted 4-0: (Mr. Spear absent)
that the Community Planning Commission vote to endorse as “Approval-Not Required”, the plan entitled “plan of Land in No. Reading, Mass”; dated March 22, 2005; drawn by Hayes Engineering, Inc.
8 Plymouth Street – cont. P. H. 9:00PM
Mr. Pearce moved, seconded by Mr. Rooney and voted 3-0: (Mr. Spear absent and Mrs. Romeo abstained)
that the Community Planning Commission vote to continue the Site Plan Review and Determination of Access Public Hearing for 8 Plymouth Street to May 17, 2005 at 8:30pm as requested by the applicant.

1 Winthrop Road, 21 Wilson Avenue, 184 & 186 Main Street – SPR – cont. P. H. 9:30PM
The applicant proposed the revised façade:
- Dark gray – GSF107 – concrete block around the base of the building.
- Natural gray - GSF000 – concrete block around the remainder of the building.
- Country Estate aged oak shingles on roof.
- Green shutters - vinyl
Mrs. Romeo moved, seconded by Mr. Pearce and voted 4-0:
that the Community Planning Commission vote to approve the proposed Site Plan for 1 Winthrop Street entitled “Site Plan, 1 Winthrop Road, 184 & 186 Main Street, North Reading, MA”; dated December 14, 2004; revised April 4, 2005; drawn by JM Associates. Subject to the building façade being constructed using the materials and colors as presented this evening and all signage must be approved by the Community Planning Commission prior to installation.
